Deborah Ricard, candidate for Budget Committee

WHO I AM:
I am a proud resident of Arden since 2003 and an active retiree who enjoys learning how Arden government works, interacting with people and helping where I can.  Overall I have experience (either elected or volunteer) with Archives, Audit, Budget, BWVC, Forest and Board of Assessors as well as the ACSM Inc Board and the Arden Club Board.  During my 30+ years as a public school educator I learned the value of cooperation and collaboration with my colleagues, my students and their parents. Transferring these skills to the committees and boards on which I’ve served has been key to helping me build groups that willingly work together as one team.
INTEREST AND/OR SKILLS:
I am currently a member of Budget Committee.
•    Since the beginning of the court-ordered New Castle County Property Tax Reassessment Project in 2020 I have followed the process closely and reported my findings back to the Village.  The new reassessment values will be used to calculate our property taxes starting this July.
•    I have stayed current with the impact of school taxes on Arden.  In Feb 2024, BSD held a successful referendum for an increase of $.45/$100 of assessed value of our leaseholds.  Overall this increase will total approximately $80,000.  I don’t have to tell you, that is a significant amount for Arden residents to absorb.
•    The big picture view of Arden’s budget is complex and includes external as well as internal factors.
Gathering information from the Trustees, Treasurer and Committee Chairs is all part of Budget’s work.
•    Paying close attention to all the elements that affect Arden’s budget is necessary.  Making fiscally responsible decisions is imperative.  With the uncertainty that currently exists at the national level, it is important to be watchful of how our state and county may also be impacted.  Any change along this “trickle down” path has the potential to affect the finances of our Village.  For all these reasons and more, I hope to continue to serve on Arden’s Budget Committee.
